Title: Primers and Paint

I've got bare metal on my swing arm where I had a broken stud replaced.

I've also got surface rust inside my wheel rim where the tire seats against it.

It's been suggested that I use self-etching primer on bare metal - I got some in a rattle-can for the swing arm.  Some will end up on the old paint - will this cause adhesion problems, either on top of the original paint or under the new?

I was thinking of wire-brushing the wheel rust and treating it with a rust-inhibitor, followed by a primer coat of something before replacing the tire - can I safely use the same self-etching primer here?

Or should I just get a "regular" primer for both applications?

I know about prepping glossy paint surfaces before recoating, just wondering if anybody knows enough about these primers to steer me in the right direction without me having to stock a paint-shop's worth of products for these minimally-visible to non-visible treatments.  I'm not going for a show bike here; I want to protect the metal, and have it look good enough not to stand out - and I want to ride the darn thing!
