That's way too much. 23ft/lbs max!

" That's way too much. 23ft/lbs max! "
31 Nm gets you to about 22.86 ft-lb, only about 13% less than the "about 35NM" value.
There's likely that much variation between torque wrenches, technique, machining tolerances & materials.

Newton-meters to Foot-pounds
1 Nm = 0.738 ft-lbs
2 Nm = 1.475 ft-lbs
5 Nm = 3.688 ft-lbs
10 Nm = 7.376 ft-lbs
20 Nm = 14.751 ft-lbs
25 Nm = 18.439 ft-lbs
30 Nm = 22.127 ft-lbs
35 Nm = 25.815 ft-lbs
40 Nm = 29.502 ft-lbs
50 Nm = 36.878 ft-lbs
100 Nm = 73.756 ft-lbs
A trifecta of Pre-Unit Bullets: a Red Deluxe 500, a Green Standard 500, and a Black ES 350.

Yeah, 30Nm would work, but as the 700s tend to blow gaskets I'd go with these ~4Nm more. If you're worried, go with 30Nm.
Best wishes,
Andreas
