Fascism is not necessarily totalitarian, it is essentially a populist ultranationalism accompanied by the conviction that the current status quo is corrupt and decadent and any action taken is justified as being necessary for the national good.

Trump is not actually fascist but it is easy to see why people get confused, as he has a lot of the traits of 1930's German Fascists, running a populist agenda and basing his appeal on a personality cult, taking advantage of misplaced national pride in perceived past glories while demonising his opposition as corrupt and criminal and blaming them for anything perceived as bad about the current situation.

To be clear here. By fascist they mean "totalitarian police state", which is not what a fascist is at all but it is a common mistake as the Third Reich was both fascist and also totalitarian and people confuse the two.

The other thing that needs to be clear is it is not possible to be both democratic and libertarian as democratic implies you are willing to accept what the overall majority (rather than the majority of your personal friends and cronies) think is the right thing to do even if you disagree. 

It is also not really possible to be evangelical and democratic as a basic tenant of evangelic belief is the lord's word is absolute regardless of what the democratic majority may vote for.
