Title: where's this thing meant to attach?

I've got a 2007 Iron Barrel Bullet 500.  I just noticed the "multilink regulator" was just dangling by its cords.  Anyone know where it's supposed to attach?  There's a hole for a bolt to pass through but I don't see any missing bolts.  (See pix.)

It bolts to the flat cross-member that goes across under the seat.
