Started the bike normally with the electric start, and then made a quick stop. When I went to restart the bike, the electric start did not work. However, the fuel pump ran, and I was able to kick start it.

The bike is a 2012 C5 Chrome Classic 500EFI.

Now, trouble shooting the bike has turned up nothing obvious, but I'm admitting to having a difficult time following the wiring diagram in the shop manual. There's also no identification of any of the relays or fuses in either the shop manual or owner's manual, so that doesn't help much.

I believe there are just the neutral switch, and kickstand switch holding out the electric start, and supposedly, pulling in the clutch should allow the bike to start electrically.

I've cleaned the neutral switch, and disconnected the kickstand switch, and attempted to pull the clutch in, however, none of that allows electric start operation.

I've checked continuity and cleaned both the clutch and start switch.

I get 12V to the blue/white wire at the starting relay when the start button is pushed.

Putting 12V directly to the starter, the starter does spin.

So, all this seems to indicate that the starting relay is not energizing. However, I changed that with a new Royal Enfield starting relay.

If anyone can see what I may be missing, I'd appreciate any help.

Sound like the starter solenoid is not working or sticking.
Your relays are obviously working as your pump is priming ok.
Give the solenoid a tap with a screwdriver handle while pressing the start button.
You'll need three hands, at least.
Solenoid is down bellow and behind the battery.
Also the start button is not the best design.
Make sure it is actually passing 12v when you press it.
