Sounds like one of the complaints by some folks over on Team-BPH who feel their headlights are totally useless except to light up tree branches as they pass under them.
I may be wrong but it seems like the top screw slot could be elongated or even cut thru towards the rear of the bike. This could allow the headlight rim (and bulb) to be aimed downward.
Yes, the rim wouldn't butt up against the bead on the nacelle like it should but at least the oncoming traffic wouldn't be blinded and veer over into your lane and hit you head on.
