Does anyone make an after-market hard tail frame?

I don't know, but a few people in various for(u)ms have tossed around the idea.
One suggestion I saw was to replace the rear shocks with solid struts. This would approximate the "feel" of a hardtail and let one know if they wanted to pursue the matter further. I have seen a few pictures of RE "Bobbers". It is a cool look, but might it not reduce the RE's versatility for varied road surfaces?
If I had the time (and money) it would be entertaining to pursue.

Steel Thunder Custom Cycles (www.steelthundercc.com) sells weld on and bolt on hardtail conversions for the Harley Sportster.
I bet that a good fabricator could adapt it for the RE frame.

There are three people that I know of who are persuing this project at this time.
As far as I know, none of them have an inventory of these, they would need to be ordered and custom built. These frames start as salvaged RE frames and most mounting tabs are removed to clean them up before adding the hard tail. You may need to replace those tabs you would chose to have. ie air box, battery carrier, fork lock, etc.

I was planning on hardtailing my Bobber project, but my chopper building friend who was going to build my hardtail got selected to build a S&S Bike. Now I'm back to a swingarm until I can find something suitable. HRAB, I am interested in talking to anyone that may be building a hardtail if possible.
