Has anyone had trouble fitting the  deep valance chrome mudguard to the disc braked Electra?  When fitting one to mine, I found that the fit was so tight it pushed the rubber gaiters up on the forks.  By way of solution I have cut out a half-moon shaped hole in the stays just large enough to accomodate the gaiters and their clips.  Once fitted, the hole is not noticable.  I put some galvanising paint round the edges of the new holes to deter rust.

2bikes,
You are not alone. That is what you have to do to make it work.

Another alternative is to use our aftermarket gaiters. This does require a lot more work to install them, but they are thiner and will fit. They also will require some stretching to get them over the lower fork leg.
