they were actually built for the UK militry (in edinbrough scotland) and as such not sold to the public? , a lot were sold off after WW2 , to the public , they were built as the supply of DKW m/bikes had died off
note , you say a 1949 model ? , production did not last that long , so obviously a ww2 bike that has been re regestered (did you get the paracute cage?)
