On my '04, 40mph (indicated) in 5th was practically lugging the engine.  50mph in 5th was very easy but never sustained for long.  It is best not to lug the engine in any gear so I believe going by indicated speed alone isn't necessarily the best thing to do.

Pete Snidal's manual has a chart of reccommended throttle openings at increasing odometer readings and that is what I used during break-in.  At 18 thousand plus miles it seems to have worked OK.
