I was using rubber cement to seal up some holes in my air filter assembly, but it shrinks too much.  What would be a better alternative?

I think automotive RTV silicone sealant is pretty good for stuff like that.
It's an adhesive and a sealer, and it's good in environments with gasoline and stuff like that.
Should work.

I use silicone. It seals well but can still be removed easily later

I must retreat to my place of Zen and meditate on this.

In addition to their various silicones, Permatex also makes "the Right Stuff" . A single component polyurethane based sealant and gasket maker. Once cured it is fuel proof, gear oil proof and ATF proof. It adheres better than silicone which may or may not be preferable in some applications. It is more expensive than silicone too. I use it sparingly as a little goes a long way.
No matter where you go, there, you are.

I use a glue called GC bond. It is a real tuff rubber cement with a fiber filler. I repair the rubber surrounds of speakers, never failed. It is stronger than the 3 M weather strip sealant.
