I don't know... Hard to imagine folks here would let any politician get away with "going California".  Maybe new stuff, but they'd never get away with anything retroactive.

I have a feeling, it would also depend on who does your inspection.  When I lived out there, I had a hot-rod '66 Volvo station wagon (just try to imagine that!).  The inspection garage would lean it out and go get a test, then bring it back and make it run right again.  Just a way to give more money to the state.

Saw an OEM bazooka on eBay for sell I think for $ 130 complete with rust spot. I think I would try to install a water pipe ,before paying that price.
Difference between UPS and USPS, is your location. I can't afford UPS, they don,t give good deals on shipping remote.USPS is the best deal for me ,then FedEx.

Notice how they record your mileage when you get an inspection now? They are experimenting with a mileage tax in Raleigh. They have 240 cars in the experiment now.
Metering of private wells?
Highest gas tax in the south?
NC state government is corrupt and I wouldn't put anything past them if they could make a buck on it.
CBS, NBC etc made a big thing about Berkley's mandating spaying and neutering  of dogs. Guess which Western NC city beat them to it?
San Francisco East? Just a few miles up the road.

I am keeping my old system, just in case.

I was going to ship a muffler AND header with 15 miles on them for $140.   Whoever got in touch said that was too much money.  Tough crowd here  ::)

 I have one. I was going to keep it and I'm not sold on selling it but I see the RH shift conversion is on sale and if I could maybe sell a few things....well.
 
 Just the muffler. Maybe 12-1300 miles on it. I can take a pic (no mounting bracket, I used it on my current muffler)

 locally , they wils take anything from any body..  as long as the paper work is filled out and yo have a way to pay..... it's amazining .. some peopples have this idea  that if you bought something off qvc or the net...  alll theyhave to do is send it back with no coins out of their pocket,,, HA,,

i also have a new oem muffler in the garage..  with duct tape over the openings to keep the wasps out... call then dirt daubers here.. supressing the urge..  to spend money
