After reading about the difficulties in RENA getting approved or a license from the State to do business, I did some investigating.
As far as Arizona is concerned, heloego is correct.
The individual dealer is the one that applies for the license to sell the vehicle and after filling out the State tax forms the State license is granted (assuming everything is filled out correctly).
In most cities, a Dealership license is also required for the City.
Again, it is the dealership that applies for and receives the license to sell the product.
Other States may have different requirements so RENA might need to get the proper licenses there. I don't know.
