Here is a thoughtful article published by Bike Bandit commenting on cheap oil why it may not be the best thing since sliced bread. Lots of talk about politics and economics. However, there is no mention of why gas costs a dollar more a gallon in the Peoples Republic of California than anywhere else in the U.S.
