he didnt lower the forks at all. All he did was take off the stock clip ons which already mount above the top clamp, and replaced it with these

then put on renthal bars. he said he hasnt had to change and hoses or cables as of that video

Oh, ok. It looked to me like he'd put bolt on riser to the top clamp and lowered the fork tops out the way.
I'm not really going to do anything, the clip ons are fine and i don't want to spend tons of money having forks lowered. Just think that ace bars would look so sweet on this bike. The bars are in just the right place as is, for me.

BTW his vid of the ride is nice, but I'd love to see some vid of someone going nuts on a CGT  :D

I wonder if getting any standard clip ons (with risers probably for clearance) with out the tubes, turning them inwards and running and 22mm handlebar through them would work.

I think he just put some risers through the stock plate.  Look closely at this photo, it looks like you can see the holes that the stock clamps bolt onto the plate.  It also looks like they droped the fork legs too.  I thought Hitchcocks has a billit clamp for sale.  Maybe pick one of those up and tap a few holes, add risers.  Then pick handlebars, and you're done.... ;)

On Tom Bray's movie, he's running Lucas' turn signals. They were current back in the NVT days. In his 'first' movie his trafficators are different.

The clamps are from Hitchcock's. No change to the forks is necessary. The bars are from Yamaha. The bar ends are from Yamaha. This arrangement relieves stress from the lower back. Since this I added the Givi windscreen.
