As I wait for my electra and sidecar to arrive, I've been wondering about what mechanical and maintaince necessities others say are needed to keeping the rig functioning well. So a few questions....
How often for oil changes?
Does the gas need to be mixed before entering the tank?
What items needed and when is a tune up needed?

I see a few posts about changing the cluch from 19 to 17 or something like that. Why is that done?

figure it is best to get started on this now, than to wait till the rig arrives and not have what I need on hand.

If you installing a sidecar do yourself a favor and break in the bike before you install the sidecar. Also get some instruction on how to drive a sidecar ( That's right I said drive  not ride). It is very different than just riging a bike, not hard, but very different. If you are buying a Cozy sidecar from us or through your dealer it will come with a free book insturction you on how to frive the rig. Read it and do the practice things it recomends.
  The larger sprocket allows the engine to run a lower RPM for a given speed, For this you lose power. With a sidecar this is not anything you want to consider. In fact you may want to think about installing a smaller one for more power and less weight.
  It is a 4-sroke engine so there is no mixing of gas and oil.

The bike has 900 on it. The sidecar is to be installed by the dealer. I've taken the S/TEP classes that are offered here in WA and find it much easier to drive a rig than bike alone.

How difficult is it to replace the large sproket.

I've never replaced the sprocket on an RE, so I can't help you there. If anything I hope you're considering increasing the number of teeth on the rear sprocket (see RE #1's post), although I think it best for you to leave it stock initially.

Here's an indication of the frequency of maintenance:
According to the Owner's Manual, and with the following exceptions, each maintenance item should be addressed every 3000kms:
Inspect Inlet/exhaust valve seating: Every 15000kms
Decarbonize Cylinder head: Every 15000kms
Decarbonize exhaust system: Every 15000kms
Earth wire eyelet : every 12000kms
Steering Ball races: every 12000kms
Replace Gear Box Oil: every 9000kms (and check it every 1000kms)
Spoke tension: every 6000kms
Wheel rim run out: every 6000kms
Rear brake cams: every 6000kms

Hand levers and kick starter pivot: every 1000kms or earlier as needed
Check Fork Oil: every 1000kms or earlier as needed
Check front disc brake fluid level: every 1000kms or earlier as needed
Adjust rear brake play: every 1000kms or earlier as needed
Adjust clutch free play: every 1000kms or earlier as needed
Adjust decompressor cable play: every 1000kms or earlier as needed
