Yes, I agree that this appears to be a more recent model Bullet that was sold with old paperwork to avoid importation restrictions.
Be that as it may, the starting practices are the same.
Put on the choke lever.
Use the kicker to bring the engine to where you feel compression build up, and then use the decompressor lever to relieve compression, and SLOWLY push the kickstart lever until reaching TDC, or when you just stop hearing the engine exhaling, and then kick it once fully thru, as a priming stroke.
Then repeat the procedure with the key on, and it might start.
If not, continue to repeat the procedure. After a few tries, if it doesn't start, take out the spark plug and clean/dry it, and try some more.
Usually, it will start in 1 or 2 kicks using this procedure.
