It needs to be understood that the culture of India is different than the US.
The chopper craze is still going in India.
Also, it is common for them to not waste things, so they do stuff like trying to re-use the seat pan for the project, cut it in half, and try to cobble it into something like we see here.
It's probably one of the more attractive seats that would normally be seen being hawked at a street corner gas station or roadside "mechanic" shop there.
It's only because of the wonders of the internet that any of that stuff would ever be seen over here. It's sort of like "folk art" of the chopper-esque variety.
