Hello,
So my throttle was sticking open. I replaced the cable with the improved one from our host, but that wasn't the problem!  It seems there's some kind of ovality. Without the cable connected, the throttle tube spins freely to a point and then gets hung up on something.
Where can I get a new throttle tube quick?

I replaced the one on my C5 with a Pro Motion unit I picked up at a local shop (not an Enfield dealer) I think that Pro Motion has both a single and dual cable replacement tube for dirt bikes and it might work. Only about $5-$10 bucks too.

If you haven't already, make sure the grip ends don't rub on the switchgear housing/handlebar end. And a brake hone and drill may work on clearancing the inside of the throttle tube.
