The carabiner clips are for convenience. I use them to hang things from the bike (helmet, jacket, cargo). Or sometimes I find myself with something irregularly shaped to carry a few miles that I can set on the tank and clip the end of to the bars.

For whatever it's worth, all my normal tools fit in a small Klein Tools zipper bag, which tucks right into my tank bag. This is the bag:

I find those bags quite handy -- I keep my SAE wrenches in one and the metric wrenches in another.

I do wish the bags were just a tad larger to accommodate 1 or 2 of my longer wrenches.

I find those bags quite handy -- I keep my SAE wrenches in one and the metric wrenches in another.

I have several of them, for SAE and metric wrenches, sockets, impact sockets, &c... Everything sorted into bags.  On the tour, each piece of the show's set has it's own bag, which holds all the hardware required for assembly, plus the tools needed to build the piece - no more excuses from the Local Crew about "I don't have my tools today" to get the show loaded in ::)

I think the guy at Klien who came up with the banker's bag idea should get a Nobel Prize or something...
