Not coming from the quill...but rather from that fastener just beneath...
Time for new gasket?...cant remember if timing cover gasket has a hole in that location...or is that something else?...

I think you need a copper washer. Once you get a new washer installed, tighten the Quill bolt but don't twist it off!

If on the otherhand, it is indeed from the timing case screw, Nfieldgear has small fiber washers that fit around that timing case screw. Or you could fashion a small washer by youself using gasket material from an auto parts/spares establishment.
