i finally got my whitworth sockets and went to torque down the studs. when i put about 15lbs it popped and turns but wont get any more torque. all four under the covers. i then loosened all in steps and the studs not stripped. i threaded the nut back on and tried to pull up but the didn't come up. so they aren't snapped. so i went to tighten it all down to see what happens. i get down to just under 20lbs and they don't snug up, just turn so i stopped again.
 i think i know what the answer is but if i got them to almost 20lbs is that OK or do i need to invest in re threading coil tools for the case?

If they held at 20 you'll be ok. I never go above 18lbs.   ERC

As I've mentioned before, torque values in specifications are for dry threads only.

If the threads have any oil, thread lube or thread locking compound on them the torque value needs to be reduced to 2/3 of the specified value.
20 lb/ft would be 13.2 lb/ft with lubed threads.
