On my new '03 I see the previous owner has a piece of threaded rod across the back of the frame, just in front of the brake crossover shaft, I assume that maybe there should be a spacer or something between the frame rails but could someone tell or show me what should be there? a length measurement if it is just a spacer would be great.

I agree.
 Yours may have been one piece or two.

 For the quick and easy replacement, Lowes and Home Depot carry 1/2" structural steel tube in 3' lengths for about nine dollars.
