Those look like G5 forks with the drain in the bottom. Is there a screw on top of the forks to take out to refill the oil? If so, you don't need to pull the forks, just drain and refill.
As for the idle, riding it and getting miles on it will do more for it than anything, oh, and the NGK spark plug change.
