This very recent information from a friend:

     
Gentlemen:
       They say a new broom sweeps clean and the new administration has done that in the BMV.   The procedure for obtaining titles for motor vehicles has changed immensely and not for the better.
In the old days, before 2013, all you needed was the Bill of Sale, Odometer report form and the Police VIN check.
        NOW--- you need a NEW Bill of sale form filled out by you and the seller.
                      you need a NEW Police VIN check form filled out by the police.
                      You need an odometer report form (same as before).
       AND--- you need "Court Order Title Application Check List"  (from the BMV)
                    You will need an Affidavit from the local BMV office asking the Court to issue  a court order to order the State to issue you a title.   Take the BoS and VIN check to the BMV and they will issue one.
                    You need an "Affidavit of Ownership"  ( BMV form)
                    You need an "Application for Certificate of Title"  (BMV form)
                    AND you will need a form for "Payment Information" to send in with your request for a title.
 
      You can get blank copies of all these forms from you local BMV office and make copies, if you think you will need more than one.
       Fill out all the forms except the Court Order
 
       Within 30 Days after the local Court issues the Court order, you have to amil in all these forms to the BMV and eventually (before you die) the BMV will issue a title to you.
        This means you do the following:   Buy the bike and get a new bill of sale; Take it to the police for the VIN check, go to the BMV for the Court Order application, go to the county clerk an fill out the form for the court asking for a court order to the BMV,  send in all the forms and payment to the BMV.....  It isn't easy, but you just have to follow the right procedure.

Amazing.
Only the goobermint could create 10 hoops for you to jump thru, and pay the associated fees, just so you can do something that you don't even need them for at all.
