after aquiring Harris, wouldn't they be testing bikes in the UK close to the new R&D facilities?  Also, how come the guy wouldn't try to get beside the bike?  I wonder if that was a setup....

 I assume they would have Harris & Co. doing testing discreetly for product development and hand picked RE factory riders doing public road testing in India for publicity.

 In this spy video the P-Twin test mule pulls away quite handily from a pursuing bike several times. The pursuer hits a peak speed of 160 KPH attempting to catch the P-Twin but only does so when traffic congestion forces it to slow. Given the conditions I think both riders are either cool, brave and talented or absolutely mental.

I'll go with mental, along with all the other drivers/rides shown. No signals, no lane control (no lanes?), massive speed differential, stopped bikes and cars everywhere, what the hell! That was nerve wracking to watch.

In India anything above 100kmh is deadly.

In the 80ies after the oil crisis F. Piëch the chairman of Audi back than gave an interview in which he specifically pointed out the development advantage of german motorways with partially no speed limits. If one can't test something it's impossible to know if it's going to work. What a handicap that is testing highway speeds in India is very well demonstrated in that clip.

I saw the same video on an Indian web site and had the same thoughts.

Those guys are totally nuts.
The amazing thing wasn't the speed the RE Twin was running. 
The amazing thing is that both riders survived.

IMO, riding that much faster than the traffic around them is just plain stupid.
Especially when rider with the helmet cam spent over 20 seconds, several times, looking at his speedometer and not at the road.

I saw speeds of 130-150+ kmph.  That's 81- 93 mph.
  (For those interested, at 80 mph, the bike would have covered 1320 feet (1/4 mile) in those 20 seconds he spent trying to get a video shot of the speedometer.)

RE at Bradford on Avon actually built a Series 3 Interceptor prototype with an 800cc engine. Very good it was too, by all accounts, but sadly this was at the very end of UK manufactured RE twins after Redditch had already closed, and the model never went into volume production.

Royal Enfield needs to fire their rider immediately.
That was one of the worst cases of utter disregard
for others on a motorcycle that I have ever seen.
The chase rider is just an idiot and Darwin will take care of him.

Royal Enfield's new 650cc twin to be showcased at #EICMA 2017.
This new 648cc parallel twin engine will produce 47bhp of power and 52Nm of torque. A motorcycle with this engine is expected by mid-2018.
